The Drug Enforcement Agency's (DEA) 2026 rule change created a new pathway for independent Emergency Medical Services (EMS) agencies to obtain their own DEA registration and directly manage controlled substances. As EMS organizations across Maine work toward compliance, the Maine Hospital Association, in collaboration with hospital pharmacy leaders and EMS partners, has developed this resource center to support the transition.
This page provides practical tools, guidance documents, policy templates, timelines, educational materials, and frequently asked questions to help EMS agencies navigate the DEA registration process and establish compliant controlled-substance management practices. Resources will continue to be updated as additional guidance becomes available. Our goal is to support a consistent, collaborative statewide approach that promotes patient care, regulatory compliance, and safe stewardship of controlled substances while helping EMS agencies successfully transition to the new requirements. |
