Transforming Care Through Global Budgets

Policymakers and healthcare payors are implementing alternative payment models in an effort to control the growth of healthcare spending and to encourage providers to deliver high-value care. One groundbreaking approach is the Pennsylvania Rural Health Model, a pilot program in partnership with the Center for Medicare & Medicaid Innovation, the Pennsylvania Department of Health, and the Rural Health Redesign Center Authority. Through continued expansion of the program, it aims to help rural hospitals become more financially viable organizations that redesign their services to focus on the best ways to keep their populations healthy. Under this model, global budget payments are established for a fixed period-of-time, to reimburse providers a pre-determined amount for delivering care that aligns with community health needs.
